Roykman / The Black Market
Being a deserted and sparsely populated world, Filgaia is also quite short on places to buy goods necessary for travelling. However, there's one travelling businessman you can always count on (when he's in town!)....
Roykman!
Roykman is the "shop" of Wild ARMs 3, and you will find him in various towns on Filgaia. His inventory remains the same for the entire game, and it is listed below.

The thing about Roykman is that he's not always in the town you are in. He's a travelling salesman, and thus needs to travel. Here is his travel route, written by Roykman himself.
"Listed below is my travel route for this fiscal year. Baskar Colony Boot Hill Humphrey's Peak Claiborne Ballack Rise Jolly Roger Laxisland Little Twister and finally, Gunner's Heaven. Please be advised that I may be travelling back and forth from the following six locations: Baskar Colony, Boot Hill, Humphrey's Peak, Jolly Roger, Laxisland and Gunner's Heaven." |
Roykman will always be at a new town the first time you visit to give you a chance to buy items for the nearby dungeon. However, he will always be following this route, and he will always leave town after you have purchased items from him or talked with him, so get all your shopping done the first time!
Unfortunately, I cannot tell what triggers Roykman to travel from one town to the next. I have it pegged as either a time thing (wait a few minutes of real time and he will move on), or as a trigger thing (once you enter then leave a town, he moves to the next town on his list.) However, I am not certain of this, and if anyone has the answer with some proof, PLEASE

Black Market
The Black Market is a shop hidden in the back-alleys of Little Twister. Go through the door that leads to the back of town, toss the crate, then travel along the stone wall to a small building with one door. Access is restricted to all but those with the elusive Black Pass! There is a Black Pass in the Caging Tower dungeon, but that means you won't be visiting the Black Market until quite a ways into the game.
Here is the Black Market's default inventory. If the prices are too high for you, there is an item called the Gold Pass that cuts all item prices in half. You can get it by defeating the optional boss "Heimdal Gazzo", who lives in the Dissection Facility. Note that once you purchase the EX File Key, you cannot purchase another.

But there's more! The dealer at the Black Market has many more things that can be added to his inventory and then purchased, most of which are acquired by selling the item to the Black Market dealer. Take a look at the table below, and use it to determine what the Black Market dealer sells, and how to get him to sell that item. Of course, once the requirements are fulfilled, you may buy as many of that item as you want!
