Ryam is the haughty town mayor. Despite his heavy-handed approach (not to mention penchant for child labor), he is quite dedicated to the town and makes rounds all day to ensure everything is running smoothly. He also has a knack for finding and confiscating Doraemon's gadgets, and using them for his own means. Although this does mean some fun for the town, as it results in some ridiculous festivals.

When the friends arrive in Natura, he finds Doraemon suspicious, and so makes him his personal aide (don't ask me to find the logic behind that). Which means, poor Doraemon is practically worked into the ground as a result.
